Before, Bureau of Customs (BOC) has no real-time visibility on import goods, no tool for real-time and accurate
monitoring on CFWs, and revenue leakages from misdeclaration and discrepancies has been prevalent.
Since reports are manually done, it takes a day or even weeks to finish reports for every container that has
been arriving to warehouses. Most of the time, inaccuracies and inconsistencies become BOC's problem
due to a manually system that can be easily tampered.
Therefore, BOC partnered with eScience to launch an automated inventory management system which will eradicate their
problems due to a manual system.
BOC released Customs Administrative Order (CAO) No. 9-2019 stating that, "off-dock and off-terminal accredited CFWs
shall use Inventory Management System or IMS that provides real time and accurate information
on the status of goods received, stored and withdrawn from off-dock and off-terminal accredited CFWs."
IMS to monitor and generate real-time and accurate information of goods, protect the revenue of the government
from misdeclarations and discrepancies, and provide technological advancent with the modernization (CMTA) program
of BOC.
Currently, IMS has already been launch to different warehouses near the sea ports, automating their processes
container arrival, container stripping, billing, manifest encoding, reports generation up until the cargo
are released.
